This is rather interesting.
The military was PAYING for recruits.
The official military recruiter, who by law, could not be paid cash for kids to be recruited, could sign up "assistants" who got paid cash for recruits.
I read an article about the investigations going on that even mentioned that public school principals and councilors were turning in names of potential recruits for cash.
